Why Is The 89 Incorrect?

Because in 2021 SB 1365 was passed in 87R. This bill said to IGNORE any campus that scored below a 70. Yep, that is correct. Any failing grades were exempt from the overall district calculation. So, in actuality, Amarillo ISD scored substantially lower since there were multiple failing campuses (aka 'Not Rated').
